The Annual Comprehensive Financial Report consists of management’s representations concerning the finances of the Department. The annual financial statements, presented in conformity with generally accepted accounting principles, have been audited by licensed, certified public accountants. HCDE has received the Association of School Business Officials International (ASBO) Certificate of Excellence in Financial Reporting for the 2020–2021 fiscal year. HCDE has received this award for the last 18 years. The award is given once a team of reviewers finds that the applicant's Comprehensive Annual Financial Report has met or exceeded the criteria on the certificate of excellence checklist for high quality, transparency, and fiscal integrity.

HCDE has received the Government Finance Officers Association's (GFOA) Certificate of Excellence in Financial Reporting for the 22-23 fiscal year. HCDE has received this award for the last 18 years. The award is given once a team of reviewers finds that the applicant's Popular Annual Financial Report (PAFR) has met or exceeded the criteria on the certificate of excellence checklist for high quality, transparency, and fiscal integrity.

Upon arriving at HCDE in late 2015, Superintendent James Colbert began writing a weekly newsletter to the Board of Trustees to keep them abreast of happenings within the department. The Connector was born and became a weekly staple at HCDE that not only showcases highlights within the department but also keeps the board updated on HCDE’s progress toward identified system goals. The Connector is sent to the board and posted online every Friday. Each volume represents a school year, with individual issues showcasing individual weekly newsletters.
