Dr. Jesus Amezcua

Meet Dr. Jesus J. Amezcua
Dr. Jesus J. Amezcua is the assistant superintendent for business services at HCDE. Amezcua holds a bachelor's degree in business and accounting from Tarkio College, a master's degree in business administration, accountancy and logistics from Texas A&M International University and a doctorate in education administration from Texas A&M University. Before joining HCDE in 2009, he worked as chief financial officer at Laredo Independent School District. Amezcua's achievements include earning multiple certificates of achievement for financial reporting and excellent budget document awards.

Jesus Gomez
Business Opportunity Specialist, SBA—Houston Division
Meet Jesus Gomez
Mr. Jesus Gomez is a Business Opportunity Specialist with the Small Business Administration, Houston District Office. He is a degreed professional with over twenty-five years of business experience in the Houston/ Fort Bend area. His experience ranges from business banking to consulting small business owners. He has been with the SBA for 3 ½ years.
As a Business Opportunity Specialist, he reviews business plans, conducts mandatory annual compliance reviews, monitors compliance with non-8(a) Business Activity Targets, conducts eligibility determinations to ensure firms are eligible to receive 8(a) contracts, and conducts annual site visits. He has provided business development to 8(a) certified firms and small businesses in the areas of marketing and financial analysis and participates in outreach efforts to ensure appropriate responsiveness to the needs of the acquisition and economic development communities.
He was also a Lender Relations Specialist with the SBA, where he collaborated with public and private sector agencies, organizations, and individuals to ensure that identified under-served communities had knowledge and access to SBA and other federal, state, and community programs. Working with assigned lenders in the Houston District, he conducted outreach, training, education, development, lender recruitment, and consultation with small businesses.
Previously, Mr. Gomez was a Business Advisor with the Texas Gulf Coast Network Small Business Development Center, a position he held for over 14 years. His specialty was business advising, which included assisting clients with the loan application process and business development. Mr. Gomez also analyzed financial statements during the business loan-seeking, interviewed principals, assisted with business research, and issued action plans and financial/business recommendations.

Porscha Jackson, Ph.D.
Business Development Manager, City of Houston Office of Business Opportunity (OBO)
Meet Porscha Jackson, Ph.D.
Porscha Jackson, Ph.D. (Dr. PJ), is the business development manager for the City of Houston Office of Business Opportunity (OBO). In her role, she manages small business development programs to help entrepreneurs access the resources necessary to grow and build capacity in their businesses. She also provides one-on-one business counseling to assist aspiring entrepreneurs and small business owners in navigating the process of doing business with the City of Houston and other governmental agencies in the Houston business ecosystem.
Dr. PJ represents OBO at various community and outreach events, including giving presentations, keynote addresses, and talks about OBO services and business trends. In addition to her role at the City of Houston, she is the author of "Pursuing Legacy" and has contributed to academic texts and fictional anthologies.
Named the 2023 Government Advocate of the Year for Minorities in Construction, Dr. PJ continues to advocate for historically disenfranchised firms and the career development of marginalized individuals. She is involved in various community and professional organizations centered on human resource development, adult learning, and urban education.

Antonio Zambrano

Meet Antonio Zambrano
Mr. Antonio Zambrano serves as the chief financial and operations officer of the Tejano Center for Community Concerns. With a Bachelor of Science in Business Administration and a Texas teaching certification, he seamlessly integrates financial expertise with educational advocacy. His background includes roles at Amigos Por Vida - Friends for Life Public Charter School, Distinctive Schools, and Flow-Quip, Inc. Mr. Zambrano is known for his strategic thinking, bilingual proficiency, and tech-savviness, all of which support his organization's unique structure as a non-profit with community-based programs and public charter schools.

Daniel Saenz

Meet Daniel Saenz
Daniel Saenz is a native Houstonian raised in the East End. Daniel is extremely proud of his family with his wife Liliana and 3 children; Jeremy, Lucia and Rafael. He is a graduate of the University of Houston Downtown with a bachelor’s degree in psychology. Daniel has worked in the IT industry for 20 years and is a senior partner with Nieto Technology Partners. He is a fellow alumnus of the Project Blueprint (United Way), Leadership ISD and Leadership Houston class 39.
He currently sits on the board for Southwest Schools Charter, vice chair for LULAC Council 60 and LULAC Dist. 8 deputy Dir Young Adults. He is also on the board for SER Jobs. He was former board member for Young Learners and The Collegiate School of Houston.
His passion for community services comes from both his father and mother who both served as civil servants of the City of Houston. His father served as a Houston Police Officer for 25yrs, and his mother served as Council Member-At-Large from 1991 to 1997. His service is dedicated to providing an equal education for all students regardless of race and income and to serve his community.
