HCDE Procurement Cooperative for Facilities, Commodities, Food and more!

HCDE offers comprehensive procurement services for cooperative purchasing, including contracts for facilities, commodities, food and more. State laws allow schools, colleges and universities, municipalities, counties and nonprofits to use the cooperative contracts at no charge after both governing boards sign an interlocal contract. Once that is complete, the entity is a member of HCDE and may access the cooperative contracts with value-added services and money-saving member benefits.

Choice Partners Cooperative
Compliance

Choice Partners Cooperative complies with the State of Texas bid laws. An Interlocal Contract must be completed. The contract can be obtained by clicking on Become a Member.

Institutions that have previously signed a Master Interlocal Contract or addendum to the Master Interlocal with HCDE Cooperatives or Choice Facility Partners will automatically become a member.

There is no fee to join and you are not required to purchase any specific quantities.

MANAGEMENT FEES UNDER CERTAIN COOPERATIVE PURCHASING CONTRACTS

In an effort to serve our client membership, we continuously review our policies and procedures with our legal counsel. In doing so, one of the most recent inquiries was in ISD’s reporting cooperative fees. Since our cooperative does not require a membership fee to become a client member, it is our legal counsel’s opinion that there is no reporting requirement from HCDE to the ISD on cooperative fees. In order to be forthright and transparent with our client membership, we openly disclose that we earn a fee that covers our overhead and expenses from the awarded vendor. This fee is included in the price of the goods and services. Please contact us if you require additional information.
