Background

HCDE's Purchasing Cooperatives are the best way for you to obtain supplies at a competitive price. Established more than 30 years ago, the Purchasing Cooperatives extend into 24 counties throughout Texas. The Purchasing Cooperatives offer many time-saving, value-added services as well as money-saving member benefits. With members purchasing as a collective body, all members benefit by the Cooperative's volume purchasing. The Purchasing Cooperatives are unique in that we offer local governments the ability to either "spot-buy" their requested items (typically office supplies during specified delivery windows), or take advantage of catalog discounts, which allows the delivery of requested items on an "as needed" basis. The Purchasing Cooperatives save its members time by establishing and negotiating favorable terms and conditions, obtaining competitive pricing for the products and services that are useful to the members of the Cooperative, collecting/analyzing new industry data, documenting cost-savings, tracking vendor performance, expediting orders, leveraging our business transactions with vendors, and investigating new products and services.These measures reduce your costs and save you time and money.
Compliance

The Purchasing Cooperative complies with the State of Texas bid laws.  An Interlocal Contract must be completed.  The contract can be obtained by clicking on Become a Member.

Institutions that have previously signed a Master Interlocal Contract or addendum to the Master Interlocal with HCDE Cooperatives or Choice Facility Partners will automatically become a member.

There is no fee to join and you are not required to purchase any specific quantities.  HCDE Always!

MANAGEMENT FEES UNDER CERTAIN COOPERATIVE PURCHASING CONTRACTS

In an effort to serve our client membership, we continuously review our policies and procedures with our legal counsel. In doing so, one of the most recent inquiries was in ISD’s reporting cooperative fees. Since our cooperatives do not require a membership fee to become an HCDE Purchasing Cooperative or Choice Facility Partners client member, it is our legal counsel’s opinion that there is no reporting requirement from HCDE to the ISD on cooperative fees. In order to be forthright and transparent with our client membership, we openly disclose that we earn a fee that covers our overhead and expenses from the awarded vendor. This fee is included in the price of the goods and services. Please contact us if you require additional information.
