  • Under the July 11, 2025 U.S. Department of Education Interpretation, only U.S. Citizens, U.S. Nationals, and individuals considered “Qualified Aliens” under the Personal Responsibility and Workforce Opportunity Reconciliation Act (PRWORA) of 1996 may receive federally funded adult education services.
