Meet the Team

Award-winning industry leader Dr. Tyrone Sylvester is the chief human resources officer at HCDE.   

Dr. Sylvester started his 30-year career in education as director of bands at Beaumont ISD and, in 2001, became a principal at O’Donnell Middle School in Alief ISD. In 2008, he served as director of human resources at Spring ISD.   

He most recently served as the director of human resources at Goose Creek Consolidated ISD, a position he held since 2015. During his time in GCCISD, Dr. Sylvester demonstrated his expertise and leadership in talent management and development.   

Dr. Sylvester has received numerous awards and certifications for outstanding service and performance. He is involved in several professional associations, such as Texas Association of School Personnel Administrators (TASPA) and the Gulf Coast Association of School Personnel Administrators (GCASPA). He is an adjunct professor and field supervisor for Lamar University and an active Alpha Phi Alpha Fraternity, Inc. member.   

He holds a Bachelor of Music from Stephen F. Austin State University, a Master of Education from Prairie View A&M University, and a Doctor of Education from Grand Canyon University.  

He is married and has two sons pursuing their education.  

Stacie Gibson is the director of human resources for the Harris County Department of Education (HCDE), bringing more than 17 years of experience in education and HR leadership. A former classroom teacher and campus administrator, Gibson began her career in Alief ISD after earning a bachelor’s degree in elementary education from Grambling State University and later earned a master’s degree in administration and principalship from Prairie View A&M University. She has held human resources roles in Alief, Spring Branch and Fort Bend ISDs, building expertise in compliance, employee relations and recruitment. At HCDE, Gibson is focused on strengthening organizational culture by supporting staff, aligning talent with purpose and ensuring the department leaves the organization stronger than it found it.
