Human Subjects Protection


Harris County Department of Education has a registered Institutional Review Board for the Protection of Human Subjects (IRB) operating under its Federal Wide Assurance. The Research and Evaluation Institute manages the review process. Dr. Andres Garcia is the Human Protections Administrator.

Research within HCDE:
Individuals or organizations that wish access to any division of HCDE for the purpose of conducting research must apply for a review by the HCDE Institutional Review Board for the Protection of Human Subjects.

Application is made using the HCDE application form. Applications must include the completed cover page, proposal, proposed instrumentation and informed consent letter(s). Applicants must also supply documentation of review and approval from their own organization's IRB. Applications must be filed electronically. However, the signature page and IRB approval letters may be mailed in hard copy format.

Research within cooperating districts:
Research projects in school districts may be reviewed by HCDE if there is an IRB review affiliation agreement between HCDE and that district. The Principal Investigator must first contact the district's Human Protections Administrator for the proper procedures.
