The purpose of the Resource Development division is to effectively and efficiently utilize public resources through designing, directing and implementing diversified funding strategies to support programs in Harris County.
The Resource Development division supports HCDE personnel and outside organizations in their efforts to locate and obtain funds which forward new programs, or enhance or expand existing programs.
Resource Development focuses broadly on federal, state; local and private grants, such as corporate and foundation giving, and corporate sponsorships. Resource Development works closely with the Education Foundation of Harris County to capture private dollars for HCDE programs. Resource Development also assists divisions in their documentation and acknowledgement of donations received.
Projects of particular interest to Internal Grant Services are those that build upon collaboration among City of Houston, Harris County, and Harris County school districts that meet HCDE goals and funding priorities.

Projects of interest to the Texas Center for Grants Development are those that enhance or expand programs offered by quality community-based organizations.
With both public and private funding sources emphasizing collaborative projects, Resource Development works with HCDE divisions to initiate strategies that bring together key stakeholders in the community as partners on such projects. Since the fall of 1998, HCDE has generated over $306 million in federal, state and local grants to support programs that focus on adult education, after-school, alternative education, early childhood intervention, Head Start and safe schools. Resource Development was instrumental in acquiring over $212 million of these dollars.
In 2007, Resource Development created the Texas Center for Grants Development to extend its grant-related services to governmental, nonprofit, faith and community-based organizations. The Resource Development division via its Internal Grant Services and external service arm, TCGD, provides technical guidance and support in the areas of:
  • public and private funding research
  • proposal overviews and outlines
  • proposal coordination, compilation and submission
  • proposal review and comments
  • solicitation of foundation and corporate sponsors for HCDE events and programs
