The Purchasing and Food Cooperatives have sales over $100 million dollars combined with numerous cooperative members. Our cooperative contracts have satisfied the Texas Education Code bidding laws and are available to our members and potential members via an Interlocal contract. Government Code 791, Interlocal Cooperation Contracts, allows agencies to enter into cooperative contracts.
Institutions that have previously signed a Master Interlocal agreement or addendum to the Master Interlocal with Choice Facility Partners, purchasing, food, or fuel cooperatives will automatically become members of all of these programs.

2010-2011 HCDE School Supply Catalog
The HCDE Purchasing Cooperative is pleased to announce the release of their new electronic catalog system. This system replaces our old system and can be accessed online by clicking on the link above. This system completes our integration of the Ion Wave system which included an electronic bidding module for suppliers and an electronic catalog module for our cooperative members. Below are steps to take when registering for the eCatalog system for the first time.
1. Log into system https://catalog.ionwave.net/hcdeecat
2. Click on USER REGISTRATION
3. SELECT the location where you are located, IF YOU DO NOT SEE YOUR DISTRICT LISTED STOP AND EMAIL:
dgillard@hcde-texas.org
4. Complete First and Last Name, Email, Create your own username and password.
5. Click SELECT next to address listed
6. Review your information and click SUBMIT REGISTRATION
HCDE will be providing training sessions for districts to learn how to use this new system in the near future. The system currently includes the 2010-2011 School Supply Catalog, but soon we’ll start loading our catalog discount contracts as well.
