The Purchasing Cooperative has been in existence for over 30 years and has grown its membership to over 450 entities. Our cooperative contracts have satisfied the Texas Education Code bidding laws and are available to our members and potential members via an Interlocal contract. The Texas Government Code 791, Interlocal Cooperation Contracts, allows agencies to enter into cooperative contracts.
Institutions that have previously signed a Master Interlocal agreement or addendum to the Master Interlocal with the Purchasing Cooperative, Gulf Coast Cooperative, or Choice Facility Partners are automatically members of all of these programs.

2011-2012 HCDE School Supply Catalog
The HCDE Purchasing Cooperative electronic catalog system can be accessed online by clicking on the link above. The system can be used by Cooperative members for creating quotes through our online contracts. The system contains both line item pricing and catalog discount percentages for various contracts. Below are steps to take when registering for the eCatalog system for the first time.
1. Log into system https://catalog.ionwave.net/hcdeecat
2. Click on USER REGISTRATION
3. SELECT the entity name that matches your location, IF YOU DO NOT SEE YOUR DISTRICT LISTED, STOP AND EMAIL:

4. Complete First and Last Name, Email, Create your own username and password
5. Click SELECT next to address listed
6. Review your information and click SUBMIT REGISTRATION
